Eligibility Services Manager

Responsibilities: Services Department The Eligibility Services Department is responsible for ensuring that the client’s eligibility data is accurately and efficiently processed through NMHC’s systems. The eligibility data’s integrity is vital to ensure NMHC can offer quality products and services to its customers.
In order to accomplish this objective, the department consists of two teams, one primarily focused on client projects and one team focused on day-to-day maintenance of the client. The department’s success is dependent on the client’s ability to provide quality data in an effective manner, thus strong client relationships and knowledge are keys to success. The two teams will work very closely together to develop those relationships and share the client knowledge.
Eligibility Services - Project Team The Project Team is responsible for representing Eligibility Services on client and internal projects that impact eligibility – i.e., new client implementations, client re- implementations (changes to existing eligibility source), expansions, and client transitions. The Project Team works closely with the Eligibility Services – Operations; Plan Implementation; Account Management, along with the client, both during the new client implementation and on an ongoing basis to assist in the resolution and root-cause analysis of day-to-day issues that are raised to the team’s attention. This team specializes in client file setup and testing, problem solving, development of creative solutions to client requirements, and long-term development of eligibility processes, systems, and services.
Eligibility Services - Operations Team The Operations Team is responsible for providing ongoing client eligibility support of day-to-day file processing, error handling, and issue identification support. The Operations Team works directly with the client to resolve issues with the client’s data. The Operations Team is responsible for manual enrollment of members on the RxClaim and PHI system. Issue identification and assessment are key functions that minimize client issues. The Team needs to have expertise in the reports and special processes (TBA) that are used to track the client’s eligibility data quality.
The Eligibility Manager is responsible for day-to-day management and leadership for both the Project Team and the Operations Team. The Eligibility Manager will need to work with cross functional team, including Account Management, Benefit Administration, Application Development, and Implementations to ensure coordination of projects and resolution of issues.
The following will be important day-to-day functions of the Eligibility Manager: 1) Develop and mentor staff 2) Develop and review standard operating procedures for operations staff and create training documentation 3) Manage continuously improvement initiatives for department’s implementation and project methodologies (6 Stages) 4) Eligibility resource management, project tracking, and issue resolution 5) Ensure projects are completed on schedule and according to quality standards 6) Work with other functional areas to resolve process issues and create cross-functional procedures and quality assurance steps 7) Evaluate requested system enhancements and develop business requirements definitions for eligibility related projects 8) Work on cross-functional operational projects, strategic client projects, and system enhancement initiatives as assigned.

In addition to client implementation projects, the Sr. Eligibility System Analyst would also be assigned to other strategic projects, such as client transitions from the PHI platform, Medicare client implementations, and Medicare- related system enhancements. The Senior Eligibility Systems Analyst will be the team’s Medicare focused resource

Microsoft Windows (NT/2000/2003) Operating Systems Microsoft Cluster setup and maintenance Storage Area Networks (HP, EMC) Microsoft Exchange 2003 setup, administration and maintenance Windows Active Directory Domain Names System (Windows DNS, DHCP, WINS, BIND) TCP/IP Networking (concepts, routers, witches, firewall) Mail delivery concepts (SMTP, POP, IMAP) Excellent troubleshooting skills Excellent written/oral communication skills Flexibility to react quickly in a fast-paced and fluid environment. Management of multi-session shared environments such as Terminal Server and Citrix. Project Management skills and ability to manage team of system administrators Deployment Tools and Scripting Patch Distribution and Management OS Scripting Languages IIS Administration
Preferred:
MimeSweeper, and Postfix, Spam filtering (MimeSweeper, Symantec Antivirus Corporate Edition) Wireless Email Solution (Blackberry, ActiveSync, etc.) Linux experience including PHP, Perl or scripting Experience with Virtual server technology (VMware, MS Virtual server) MCSA / MCSE certifications.
Additional Skills: Must be available for travel at short notice to one of our many facilities across the country All candidates must be available for on call support and willing to work flexible shifts with flexible hours
